Panelists:

Ray Watson, Executive Director, Windcrest Economic Development Corporation

Ray Watson has served as the Executive Director of the Economic Development Corporation since June 2006.  In this position, he has been tasked with spearheading redevelopment efforts in the business district of Windcrest, which is positions along the Walzem Road corridor.  He was instrumental in the efforts to get Rackspace Managed Hosting’s corporate headquarters located at the former Windsor Park Mall and for his effort; Windcrest EDC received best Real Estate Project of the Year for 2008.  Watson was also named one of San Antonio Business Journal’s “40 Under 40” winners in 2007.  He received his Bachelor’s and Master’s degrees from Texas A&M University in Agricultural Development and Agricultural Education with and emphasis in Economics, respectively.  He also graduated from the Oklahoma University Economic Development Institute, a three-year program certified by the International Economic Development Council.  Prior to joining the City of Windcrest, Watson served as Executive Director of the Ruston Economic Development Corporation and the Ouachita Economic Development Corporation, both in Louisiana, and prior to holding those positions he headed the Texas Grain Sorghum Producers Association.  Outside of work, Watson serves as a member of Texas Governor Rick Perry’s BioEnergy Initiative, Texas Economic Development Council’s Education Committee, International Economic Development Council, College of Agriculture and Life Sciences Leadership Council at Texas A&M University, Exhibits Committee of the San Antonio Stock Show and Rodeo, Windcrest Lion’s Club and Rotary International.

Matt Whelan, Senior Vice President, Catellus Development Group

As Senior Vice President of Catellus, a ProLogis company, Matt Whelan oversees our regional development activities in Texas and serves as the project director leading the redevelopment of Robert Mueller Municipal Airport in Austin, Texas.

 

Prior to joining ProLogis in June 2006, he spent seven years with CCNG Realty, Inc. in Austin. At CCNG, Mr. Whelan was responsible for strategic planning and overseeing the real estate operations of Spanish Oaks, a 1,300-acre, $1-billion, mixed-use, master-planned project. Previous to his work at CCNG, Mr. Whelan gained valuable experience consulting on development planning and public financing for large real estate projects.

 

Mr. Whelan graduated from the University of Texas at Austin with a Bachelor of Science in Civil Engineering and a Master of Science in Environmental Engineering.
